needy fellow employees simply because it is more convenient to pay thom by the day. And in point of fact we are informed that at least one large industrial concern in the Colony which pays its men by the hour, nevertheless gives a New Year bonus based on an average of time worked. We therefore recommend that, subject to the limits set out in paragraph 94 below, daily paid man in regular employment should be allowed to participate in the bonus.

90.

It now becomes necessary to define regular employment. We suggest that employment for not less than 300 days during the previous 12 months will form a workable distinction between regular and casual employment.

91.

In the case of monthly paid labourers having regard to the greater security offered by such posts and their incremental nature, we consider that the bonus should be payable only to such as have completed 3 years service. We do not support the proposal of the Salaries Report for a half bonus to employees with less than the standard service for full bonus.

92.

The salary limits within which the bonus should be paid to staff on monthly wages present some difficulty. A fixed figure of $20 per mensem, as suggested by the Salaries Report, will produce further anomalies, whether taken as tho maximum above which no bonus shall be granted ar as the minimum below which the bonus shall be granted, e.g. on the former hypothesis a 2nd Class Scaman in the Harbour Department would lose a $20 bonus
